Rebuilt Vehicles
During the rebuild process, all titles, manufacturers statement of origin (MSOs) or manufacturers certificate of origin (MCOs), bills of sale, invoices, receipts or any other ownership information for vehicles and parts used in the construction of the vehicle must be saved.

Rebuilt Vehicle Title & Registration
Once the vehicle is completely assembled and in running condition, an Application for Motor Vehicle Title & Registration and Application for Inspection of Rebuilt Motor Vehicle (PDF) must be completed and filed in the county of the applicant’s residence. The application must be signed by the record owner(s) or by an authorized agent for the record owner(s). If the application is signed by an authorized agent, a Power of Attorney document must be attached to verify the appointment.
Vehicle Inspection
Rebuilt vehicles are subject to inspection by the Department of Revenue. There are three inspection locations across the state. Inspections will be scheduled by the applicant.
- Sioux Falls: inspections take place the first Wednesday of every month
- Pierre: inspections take place the second Wednesday of every month
- Rapid City: inspections take place the third Wednesday of every month
After the inspection, the owner may take a copy of the certificate of inspection, any original titles, MSOs/MCOs, and other bills of sale, invoices or receipts to their local county treasurer's office. There, the owner can purchase license plates and pay any applicable taxes due. Reciprocity will be given for any sales tax paid on the purchase of parts used in the construction. A rebuilt title will be issued upon proof of taxes paid.
Rebuilt Vehicle Fees
Rebuilt vehicle titling and registration fees are processed through your local county treasurer's office. Title application fee is $10, and the inspection fee is $25. License fees on historic vehicles are determined under the current Non-Commercial Vehicle Fee Schedule (PDF).
Rebuilt Vehicle License Plates
In addition to our standard vehicle and motorcycle plates, the South Dakota Department of Revenue offers personalized, emblem, Dignity sculpture, tribal, historic, special interest, military and disabled parking permit license plates.
