Low Speed Vehicles

A low-speed vehicle is a four-wheeled motor vehicle whose speed attainable in one mile is more than 20 miles per hour and not more than 25 miles per hour on a paved level surface. It may not be operated on any highway where the speed limit is more than 35 miles per hour.

Low-Speed Vehicle Title & Registration

The MSO or title must identify the vehicle as a low-speed vehicle. An Application for Title and Registration and a Low Speed and Off-Road Vehicle Affidavit is required.

Low-Speed Vehicle Fees

Motor vehicle titling and registration fees are processed through your local county treasurer's office. License fees on low-speed vehicles are determined under the current Non-Commercial Vehicle Fee Schedule (PDF).

Low-Speed Vehicle License Plates

Any resident who owns a low-speed vehicle may apply for a low-speed license plate. A low-speed vehicle is a 4-wheeled motor vehicle whose speed attainable in one mile is more than 20 miles per hour and not more than 25 miles per hour on a paved level surface. A low-speed vehicle may not be operated on any highway where the speed limit is more than 35 miles per hour. To apply for license plates, owners of a low-speed vehicle must complete a Low-Speed Vehicle Affidavit. To qualify for registration and plates, the vehicle must be equipped with:

  • Headlamps
  • Front and rear turn signal lamps
  • Tail lamps
  • Stop lamps
  • Reflex Reflectors (one red on each side as far to the rear as practical)
  • Exterior mirror mounted on the driver’s side of the vehicle
  • Either an exterior mirror mounted on the passenger’s side of the vehicle or an interior mirror
  • A parking brake
  • A windshield that conforms to the federal motor vehicle safety standard on glazing materials
  • A conforming VIN
  • A type 1 or type 2 seat belt assembly conforming to Federal Motor Vehicle Safety Standard No. 209
  • Seat belt assemblies
