An off-road vehicle is any self-propelled, two or more wheeled vehicle designed to be operated on land other than a highway. Off-road vehicles may not be registered and licensed for highway use but must be titled.

 

Off-Road Vehicle Title & Registration

An Application for Motor Vehicle Title & Registration must be signed by the record owner(s) or by an authorized agent for the record owner(s). A Power of Attorney document must be attached to verify the appointment if the application is signed by an authorized agent.

Off-Road Vehicle Fees

Off-road vehicle titling and registration fees are processed through your local county treasurer's office under the current Motorcycle and Off-Road Vehicle Fee Schedule.

 

Non-Resident Off-Road Vehicle Permits

Non-resident off-road vehicle permits are available for purchase and are valid for one year.

Applications for the annual permit can be processed through any local county treasurer's office (in person or mail only) or online using the updated off-road vehicle permit application. The cost for the permit is $50 and will expire the end of the month of the following year. Decals mailed to the applicant will be subject to an additional $1.50 mailing fee. 

Online applications through the Motor Vehicle Division, should be submitted at least two weeks prior to the planned trip to allow for processing and mail time unless picking up the permit in Pierre, SD.

When applying for the annual permit, copies of the following documents are required with each application:

  • Driver’s License
  • Proof of Social Security Number
  • Ownership Document from Home State or Proof of Insurance

This permit is for the use of the roads and highways of South Dakota, if using US Forest Service trails, a separate permit is required. Please contact Black Hills National Forest offices here.

Off-Road Vehicle Frequently Asked Questions

Starting on July 1, 2023, South Dakota Codified Law (SDCL)32-5 has been changed to allow for a non-resident to purchase an off-road decal that will be valid for one year after purchase. 

Instead of purchasing a temporary permit for 5-15 days, an out-of-state resident will purchase this decal which is valid for one year from date of purchase. 

Once a permit has been purchased, the applicant can use their off-road unit whenever they are in the state of South Dakota while the decal is valid.

One-year fee of $50; if the decal is mailed there is an additional mailing fee of $1.50.

No, a South Dakota resident’s unit must be titled in South Dakota and must obtain a license plate and registration from the county treasurer’s office.

Applicants can submit an application to a South Dakota county treasurer’s office, or submit the application electronically online.

The decal must be placed on the rear of the off-road vehicle, in a location easily visible for inspection by any peace officer.

A registration card along with an expiration sticker, will be assigned to the numbered decal. The expiration sticker must be placed on the decal for the decal to be valid. Each renewal will receive a new expiration sticker.

An application form must be completed where the applicant attests to the requirements of SDCL 32-20-13 for an off-road vehicle.

An application form must be completed that contains vehicle information, the name of each owner, along with a copy of applicant / owner’s social security card, copy of a valid driver license applicant/owners and proof of ownership.

A current title or registration from the state of residence. If the state does not title / register the off-road vehicle, an insurance card showing the full vehicle identification number (VIN) will be accepted.

We advise customers to retain their receipt for proof of application; however, law enforcement may request they purchase a duplicate to have on the unit.  If submitting electronically, the off-road application should be submitted at least two weeks prior to the planned trip to allow for processing and mail time.
