Blender

A blender is any person engaged in the activity of making blends. Anyone producing biodiesel blends must be licensed with South Dakota as a Blender. Blenders are responsible for remitting taxes and tank inspection fees to South Dakota on Biodiesel that is blended with another product to make motor fuel or special fuel. 

Blenders are required to file a monthly electronic tax return that contains information from the previous month using EPath. The return must be filed on or before the twentieth day of the month following each monthly period. Any fuel tax payments due on those returns must be remitted to the Department by electronic transfer on or before the twenty-fifth day of the month.

Any person producing ethanol or methanol blends or mixing two or more substances that fuel excise tax has already been paid on is not required to become licensed as a blender. Also, any person mixing two or more substances that fuel excise tax has not been paid on and the blend does not produce a motor fuel or special fuel is not required to become licensed as a Blender.
